Case Fan RPM too high and noisy

I bought a case fan to blow the air out of the case, truly the airflow is strong but this fan run at 4688RPM which is so high ansd very noisy.

Brand: AVC
Model: DS08025R12UP051
Spec:
- 80mm x 80mm x 25mm
- Hydraulic bearing
- 0.7A, DC 12v
- 4pin PWM connector
- Strong airflow.

I use the 4pin connrctor to plug into my MSI Motherborad Fan Power Connectors and use the MSI CoreCenter to monitor and it show System Fan Speed 4688RPM. Although Corecenter can monitor speed but it cannot control over fan speed
Any way to bring this fan RPM down??
